Interregional (global) automatic system of control over abiding by traffic regulations “ElecTraCop” is a distributed information and computing network, which is able to register and classify traffic regulations violations, make decisions and notify perpetrators about them – all of it automatically, with no human traffic police inspector involved.

The technical basis of ASCATR is a plurality stationary control points (SCP) installed over some area, comprising:

  • electronic devices to measure vehicle movement parameters (control borders) using radio-frequency identification tools (readers);
  • integrated mobile or satellite communication units with Internet connection;
  • digital means of data exchange, processing and storage.

Apart from state-issued license plates, each vehicle is equipped with an individual means of its radio-frequency identification (RFID) – a solid electronic vehicle license plate, which generates signal to be received by a devoted reader.

SchemeSCPs are installed in a hidden place, which makes them impossible to find and destroy (under ground, on lamp posts, billboards, road signs, etc.).

SCPs are powered autonomously by storage batteries, solar panels, piezogenerators, which generate power from asphalt vibrations, and power lines. SCPs are equipped with tools allowing them to be remotely re-programmed via modem, Bluetooth-connection, IR-port, etc., in case there are changes in traffic regulations or traffic situation.

When implemented, ASCATR provides for stable and high road capacity, as well as high-quality control over vehicle movement parameters and traffic regulations on busy highways with multiple lanes, while maintaining unlimited coverage of the road network.

The tested measuring device reacts within 25msec. Thus, ASCATR is able to act within seconds due to the use of modern communication systems, no human involvement in monitoring and automatic decision-making on traffic regulations violations.

Almost all operations of control cycle are automated.

ASCATR provides for:

  • vehicle detection regardless of their quantity, location and visibility;
  • reliable vehicle identification with probability of 1 due to exchange protocols of ISO 18 000 (03;06) standards;
  • measurement of vehicle movement parameters (direction and speed with exact positioning in time and space);
  • traffic regulations violations classification according to the code of administrative offences;
  • transmission of decisions on traffic regulations violation or information about perpetrators to the traffic police regional informational and technical database in the region, where the vehicle is registered, via existing mobile communication network and then by Internet or similar electronic communication channels;
  • preparation of an electronic executive document and notification of the perpetrator via text message or other known communication channels.
  • Violation registration with the option to pay the fine on one’s own via payment system terminal;
  • control over decision execution;
  • notification of law-enforcement bodies, in case the decision is not executed (the fine is not paid), which then seek the payment in a traditional way;
  • notification of traffic police checkpoints in case of emergency or detection of illegally used vehicles.
